I charged anywhere from 12-30/hour depending on how much help they needed, the specialization of the subject and the time of year. Consider:
How much effort you'll need to put into helping them in order to get them where they want to be.
Whether the subject is a general class such as college algebra or economics 101 or a class much more specialized class(juniors and seniors) such as Discrete Math, Linear Algebra or French Enlightenment Philosophy
The time of year, in other words, are they just anticipating difficulties before the class starts or are they hurting badly before Mid-terms or Finals.
This isn't to exploit them based on their need but if you want to tutor on a near professional basis as I did, you'll be giving up a lot of your time and it'll seem as though you're taking extra classes for cash as opposed to credit so you'll want it to be worth it when you have to pass up a party or miss your own study session to help someone else. It is definitely worth it though if you don't undercut yourself.

I think it depends on the amount of education the tutor has, the distance the tutor may have to travel to the student, the materials being used for tutoring, the SES of the student's family, etc. You can easily charge at least $50/hour to tutor!

It depends on where you take them. They can range from free to $80 a lesson. A typical private tutor would charge $40 a lesson for Hebrew.
