The Golden Temple cost a lot of money to make, as there was white marble placed at the bottom, and gold placed at the tops. As well as that, there are 3 HUGE floors. Then there were the 2 other buildings surronding it - made of marble. Then the marble floor which takes half an hour to walk accross. Overall, it must have cost over millions, and because it was built a VERY long time ago, the prices must have been higher as Gold was very rare. Originally, the Golden Temple did not have any gold plated on it. But then, a Mahraja of the Sikhs told them to place gold onto it. We cannot give an exact price, it cost too much!

There's no way to tell at this time. The value of any coin in the future will depend on supply and demand, as well as on the "melt value" of the gold contained in a gold dollar. If, on the other hand, you're referring to the Golden Dollar coins currently in circulation, more than likely they won't increase much in value, although there's no way to tell how popular the Presidential Dollar coins will be even by this time next year. Note that the Golden Dollars have no gold in them whatsoever; their outer layers are actually bronze.
We have two expressions of almost identical meaning: "Time is golden," and "Time is money." They both mean, basically, that time is too precious to waste.
