50 cc is a engine size and mph is a speed.
The two are totally unrelated, except by the maximum amount of power you can get out of a 50cc engine. The final speed will then be governed by weight, wind resistance and final drive power.

50cc scooters are restricted to around 30mph here in the UK. They can be de-reg'd up by a few mph but you'll notgenerally get much more out of them. Weight and stuff are also factors.

In my jurisdiction, a 50cc. scooter is not capable of speeds in excess of 50 MPH, therefore you don't need a motorcycle endorsment on your driver's license. A 125cc. "scooter" is legally a motorcycle, and there are 125cc. bikes that are capable of speeds in excess of 100 MPH. There are also 50cc. scooters that will exceed 55 MPH and then some, but don't tell anybody...
