Varies from car to car. Is it just the muffler or are the pipes a problem? Find out where the noise is coming from, check for holes, black soot or just air coming out. Be careful, it might be hot, expecially the converter & front pipe sections.

On a 1992, I would just put a "universal fit" turbo muffler on it and be done. An Official Honda Muffler is going to cost you hundreds of dollars.

The muffler doesn't have much to do with emissions. Some jurisdictions prohibit glass packs for noise reasons, but the exhaust going into the muffler is pretty much chemically identical to that going out. If a vehicle doesn't pass the emissions test with a glass pack muffler, it almost certainly wouldn't have passed with any other type of muffler either.
