It doesn't cost anything to enter Astroland; you only have to pay to go on the rides. You can buy individual tickets for the rides (they're usually like, $5 per ride I think), or you can buy a plastic bracelet for $35 or $40, which gives you unlimited access to all the rides, all day long.
Since the Cyclone is not a part of Astroland -- it's separately owned and not even located on the Astroland grounds -- the rules are slightly different for it. Single rides are more expensive, and I don't believe it is included in the plastic bracelet deal. Either that, or you have to pay extra -- like $50 instead of $35 or $40 -- if you want unlimited rides on the Cyclone.
Edited to add: Coney Island has been under construction in the past year, and as of summer 2010, Astroland has been replaced by a new park called Luna Park. Luna Park was the name of the old amusement park at Coney Island, which burned down in 1944.
I don't know what the rules are for the newly-opened Luna Park, but I will be going there pretty soon, so I will remember to update this answer.
Again, since the Cyclone is (was) not a part of Astroland, it has not been torn down or replaced.

To my knowledge, there have been four amusement parks on Coney Island, not three: Dreamland, Luna Park, Steeplechase Park, and Astroland. Steeplechase burned down in 1907; Dreamland burned down in 1911; Luna Park burned down in 1944. Astroland was the last amusement park in operation on Coney Island. It opened in 1962. But over the winter of 2009 to 2010, Astroland was torn down and rebuilt. It has been renamed Luna Park, in honor of the old Luna Park. The new Luna Park opened in May 2010.
