Well, from living in the Philippines for a few years now rice is the main staple and to be quite honest prices change due to the type of rice, where you buy it from etc. And lately the prices have risen. It differs, i bought rice at 40pesos a kilo, so not to bad. Hope this helps

That would depend on the size of the sack and the material it is made ot of and how damp that material was. Also if the sack is empty it can not be "of rice" it is just and empty sack!
