If you get stopped by traffic valiation and left your driving license home, officer may not give you the penalty for not having license on hand. But having no license from DMV can land you to jail. Also if police having road block for inspection, then you can get penaly for not carried the license.
If you get caught driving without a licence you can get into some major trouble. I used to sneak out all the time and take my mom's car but then when I got caught one day because she noticed that the mileage of the car was different than it was supposed to be then I got in to a lot of trouble and I had only just gotten my permit. When my parents and I had the talk about was going to happen with my punishment they told my that I was going to get my permit taken away for a while but luckily it only happened to be for a little over a month and then I also had to pay for the gas money that I wasted because we were really tight with our money at the time. My parents also told me that if I ever decide to try it again that they would call the police and make them take me into jail for at least a night. I didn't want that to happen so I stopped doing it. I also could have lost my driving privileges and not been able to drive until I was at least 18 or 21 and I would still be lucky if I even got to drive at all after that.
This depends on the state in question but typically a person with a temp license will lose their temp license for a set time frame plus they can be charged with OWL (operating without a valid license) as well which can be an expensive fine in of itself.
