yes, wallpaper can be painted over. if the paint is going to be a lighter color than the wallpaper or the wallpaper has a printed pattern, it might need an undercoat so the wallpaper pattern doesn't show through. try painting a small area first to see how it will look. I've painted over wallpaper many times with good results. caution- if the wallpaper has metal inks in the design the paint may not adhere to those areas in the pattern. its always best to remove the paper.

There is no specific brand of paint designed to cover wallpaper. Paint carries too much moisture to use on top of wallpaper. When paint is applied to wallpaper the wallpaper absorbs some of the moisture and immediately begins to bubble and lift at the seams. Your best bet is to soak the wallpaper with hot water and a sponge and let it soak in completely. Enzyme based wallpaper remover also works well because it eats away the glue backing on the wallpaper. There is a method for painting over wallpaper if for some reason you do not want to remove it. Pick up some shellac primer and apply that to the wallpaper. It dries so quickly the wallpaper doesn't have time enough to bubble. Then you can apply the paint. Word of warning: make sure you have a lot of ventilation when using the shellac. It have very strong fumes. I hope this helps.

As long as wallpaper is adhering soundly to the wall, you can paint wallpaper with a latex paint. However, if it may not adhere well if it there is a non-stick coating on the vinyl surface. If so, use a high grip primer prior to coating with a latex paint.

It really depends on the state you live in. I live in Texas and they no longer require any degree to call yourself an interior designer or practice. However, there is a strong difference between interior decorator and interior designer. Interior decorators simply do as what they are; they decorate. Change paint color, restain a few furniture pieces, go to Hobby Lobby for accessories. Interior designers design the way the furniture is going to look. They decide how the paint is going to look on the wall. They decide the design and pattern for the flooring. You could compare it to a makeover salesperson at the mall and the make-up artist that designs women's faces for fashion shows. There is a BIG difference. I am what is considered an interior designer. I have went to school at a CIDA (Council for Interior Designer Accredation) accredited school and received my bachelor's of science in interior design. This part is a requirement if you are looking to become a licesenced interior designer. Having a liscense is important because it backs your credentials and you will be able to practice commercial design. I would recommend in any state you live in to at least have a 4 year CIDA accredited interior design degree to at least back up what your natural talent might be. Otherwise, people might not put their trust in you as a designer. Believe me, trust from a client is 80 percent of your business. If you have the degree, if you want to later on, you can get your NCIDQ licensing and work on commercial design. Hope this helps!
