In an average year, about 70% of things thrown out (cardboard, paper, etc) can be recycled, but people are either too lazy to put them in a recycling bin or don't have one available to them. In most big cities now, though, they have recycling bins as much as garbage cans.

After it's collected by the refuse company - it's sorted into recyclable and non-recyclable materials. The recyclable stuff is re-used to make new things, and the leftovers are either incinerated or buried in landfill !

No you can't. This is because in the first level of sorting done in recycling stations is done by hand. Having to open the plastic bag and sort through all the contents looking for recyclable goods would take up too much time. If a plastic bag is found in a recycling station it, and all its contents is thrown into the rubbish. There may be recyclable objects in your plastic bag but there could also be un-recyclable food and even harmful materials like medical equipment etc.
