My best answer would be: All of our senses work on the principle that all stimuli are perceived as a change in the internal or external environment. So when the temperature inside and outside is relatively the same, there is less stimulus, less difference, so we do not perceive much of a change. But, when the outside is colder than the inside, we do perceive a difference, and so there is more stimulus, and so we 'feel' that it's warmer inside.
The same thing happens when I take a shower. In the Summer when it's hot outside, I like a cold shower because it seems to neutralize the 'heat'.
