depends on preference, if you like chalking it, put just enough to cover the downstem- about 1/2inch above max- this is the most effective way (wastes the least of desired herb). if you like a cleaner hit and aren't concerned with filtering out a little bit, put about 1 1/5 to 3in above (depending on size of pipe). remember- the more water- the more pressure on the downstem and more lung power it will take to use.
