yes it can. We had this happen and the washer was junked as a result. It seems that the washer is built around the "spin bearing". This bearing sits in the middle of the washer shaft and is what the washer spins on. If it starts to wear out, it can leak grease from the bearing and stain clothes. Our repair man told us that for the cost of repair, we would be better off buying a new one.
check the lid switch it is under the top of the washer and is usually activated by a pin attached to the lid of the washer
If the soap is spilling out of the washer, then stop the wash cycle, set it to spin, and let it spin the soapy water out. Then reset the washer for a full wash and rinse cycle to get out all of the soap. If you set it for a rinse cycle only, it won't remove all of the suds, resulting in dingy laundry.

There are several things that could be causing a washer not to drain. The first and most simple explanation would be a clog in the hose.
