You don't. Red pandas are endangered and if sighted should be reported to the nearest wildlife official - if you aren't in particular parts of Southeast and Central Asia, the panda is either in, or almost certainly an escapee from, a zoo or park somewhere. They should be left alone, as feeding wild animals can lead to their dependence on it as a food source; that source is removed when you leave, so the critters have nothing to eat and starve. Their numbers are low enough without that happening as well. If you are permitted to feed one, you will know how often and what to feed it already or be told by someone who does.
