It really depends on the size of the tank and whether it has a filter or not. A gallon bowl should have the water changed about once a week; smaller containers every few days, though a betta should not be in anything less than a gallon. Larger tanks (and filtered tanks) should seldom if ever be emptied, instead you do a water change and replace 30% of the water once a week.
like every two to three weeks i would think hi there. its usually healthy to clean the bowl once a week- 2 weeks. be careful when your changing the water though. It should be sitting out at room temperature for a full day and usually only change 1/3 of the water. Also, when you feed the beta fish, make sure that you check back in a few hours. Un eaten fish food can cause a dirty tank, in which case, it will cause you to have to clean it more often. hope this helps.
If you really care about your Betta you will keep it in a filtered "Aquarium" that contains at least 2 gallons of water, some gravel and living plants too. Then you will change at least 50% of its water weekly. If you insist on cruelly keeping it in a container smaller than 1 gallon it will need at least daily water changes of 80% plus.
Bowls are the most difficult thing to keep fish in. Depending on the size of your bowl, you should clean it every week.

Goldfish dont have to have a filter but they need water conditioner like all fish.Fish can survive without a filter but they are always good to have because you dont have to clean it out as often

First you clean the bowl and make sure there is not dust or residue on it then, you fill it up ith warmish water and put betta water cleaner in it :)
