EDIT: The above answer is wrong on several accounts. Firstly, you can own a car at any age, but you must be a licence holding 17 year old (in the U.K) to drive a car. Furthermore, you only have to be 16 to drive a motorcycle, which also needs petrol. Signs at petrol stations normally say "no-one under the age of 16 may dispense petrol", suggesting that as long as you're 16 or older, you can put petrol into your car or bike no problem.

However, as you probably know all that, I'm going to take a wild guess and say you don't want to use said petrol to fill up any mode of transport, but instead to, say, make some napalm? Am I anywhere close?

Napalm is perfectly legal to own, as long as you're using legal products (petrol and polystyrene cups for example). As far as I know, you still have to be 16 to fill containers such as Jerry cans with petrol, although the limit may be higher. If in doubt, ask someone who is 18 (and preferably responsible).
