There are lots of potential answers to this question, so I guess I get to pick which I want to answer.

Robin in the comics is on Comic Book Time. That is, he's of variable (and usually not explicitly specified) age depending on the story, but typically is somewhere in his teens ... and most likely started in his early teens, since he was clearly Batman's sidekick for long enough to learn quite a bit about the super-heroing business before he became one of the founding members of the Teen Titans.

The Batman TV series was first shown on January 12. 1966. Burt Ward, who played Robin, was born in July 1945, so he was 20 when the series started. I think Robin was supposed to be a few years younger, though; it's pretty common for a teenaged character on TV shows to be played by an actor who's actually significantly older, because a) older actors tend to be better actors, b) they'll probably keep the same height within an inch or so and the same basic facial structure for the next decade so you don't have your audience wondering "who's that supposed to be" when you resume shooting after a hiatus and the actor is 4 inches taller and not "cute" anymore, and C) work restrictions for underage actors are a pain to deal with ... if you don't need them to clearly be prepubescent (in which case you kind of have to bite the bullet and cast a child) it's much less of a hassle to hire a young-looking 18-year-old to play a 14-year-old character.

Robins in the movies ... frankly, who really cares? Most of the movies with Robin in them were not nearly as good as the ones without, and I can't remember who any of them were anyway.
