size is not an accurate way to tell age of a turtle do to the fact that if the turtle is kept in poor conditions ie without light in a very small enclosure not eating correctly or if it is sick... but from my opinion a quarter sized turtle is about 5 weeks old.

After a turtle does become an adult, it is anyone's guess how old it is.

yes they can. they will get use to each other and will get along. red ear sliders are more timid than eastern painted turtles. so he may be scared of the other turtle at first. but they will learn to get along.
