WITH the permission of your parents, at any age when you are old enough to follow directions exactly, and are big enough to hold a rifle, and reach the operating parts of the rifle. My children and grandchildren began shooting with me at the age of 10. Some folks should be older, some may be younger. WITHOUT permission of your parents, you need to be an adult- 18 yrs old. If you are interested, talk with your parents. If you do not have a parent or grandparent that is a shooter, there may be youth shooting groups, such as the Scouts or 4-H club in your area. But as I said- you will need permission of your parents if you are under 18.
