Cleopatra was not a powerful queen. Her country had no military forces to speak of ( Caesar and Marc Antony even had to provide a bodyguard for her) and her dynasty was crumbling. Her only asset was Egypt's wealth, which was a benefit and a bane. It was beneficial because in case of military needs, Cleopatra, like all the later Ptolemies, hired mercenaries to do their fighting. It was a problem, because Cleopatra was fully aware of the fact that Rome could step in an take over Egypt any time they chose and she would be powerless to stop them. Her only power was in her personality. It is said that she used her charms, such as her voice and wit to captivate and befriend others that she needed for her purposes.
