There is no real record of the smallest tsunami. In some countries tsunamis are frequent and go unnoticed at times. Also, tsunamis can happen in lakes or even a pool.

That's a kinda pointless question, it's like asking about the shortest journey, the most quiet sound, the weakest punch or something like that.

Eventually you get to a point where something no longer can be measured.

Doesn't mean that it's all gone, only that it currently can't be measured. Or that you can't see it against the normal situation.

For a tsunami - which basically is a kind of wave - when it becomes the same size, or smaller than the regular waves, then it's no longer particularly interesting or useful to know that one particular wave was actually a tsunami and not the swell from a passing ship or something.

There is no official record of the smallest tsunami, as miniature tsunamis are a frequent occurrence in some countries, and go relatively unnoticed by everyone but seismologists. It should also be noted that another form of small tsunami is a seiche, which can occur in lakes and even pools, and these can be very small.
