That it extends outside the body for is essentially sufficient for either.
I understand that many people get caught up in frivolous activities of measuring. It serves no purpose. While there are surgical procedures for increasing size and length, they are surgical so a serious decision that does nothing to improve either function the penis serves. You have what you are born with, so learn to live with it and focus on the important things. The size of your penis is not one.
