Cotton itself is not a stretchy fiber. Woven fabric is typically not stretchy. So no, I would not expect a cotton gauze to be stretchy unless it was a cotton blend.
Try these tricks to loosen up the fibers so that you can pull the clothing back into shape. For knits, try mix in a solution one quart of water to one tablespoon of water, then soak the garment and try to stretch it. For wool or cashmere, make a mixture of one to two tablespoons of borax to every quart of water, then let sit for 25 minutes. Any sturdy, non-stretch fabric will do. A cotton broadcloth or even quilted cotton fabric will serve nicely. You probably could do the job by using a crib sheet.

If you had a length of cotton yarn and a length of viscose (or rayon, is another word for viscose), yarn and you were attempting to differentiate between the two, it is tricky. I would suggest that you wet both strands of yarn, and pull them. The rayon will stretch more and be less strong than the cotton. The rayon will also absorb more water than the cotton yarn.
