Also beacuse the pathans in Barelvi's mujahideen army had begun to abondon him because Barelvi's tax which he imposed in Peshawar. It can take many forms: writing, speaking, voting, etc. It can also take the form of fighting; however, it can never take the form of terrorism. God established these things not only for the Muslims. He established it even in the Bible. But terrorism is something different completely. Terrorism is not jihad because jihad is only for just causes and in just ways.
