A horse is measured in hands from the ground to the top of it's shoulders, called the withers.
really depends which horse it is, all horses vary in different sizes of course.
when you measure a horse in height, you measure in units called 'hands' which is abbreviated to hh. 'hands' are equivilant to 4 inches. horses range from 14.2hh - 18hh, if a horse is under 14.2hh then it is called a pony.
lengths of horses are usually only measured when buying a rug for them, my horse is 16.1hh so she is 6.6ft in length. my other horse is 14.2 hh so she is 6ft in length
hope that helped :)
