It depends on experience people as short as 5.5" can handle a bike pretty well as compared to someone that's 6.2" it could get a little painful to keep you legs up. You don't have to be able to place both feet flat on the ground to ride a bike.

it depends on how tall you are if your somewhere between 5.3 and 5.5 you should get a 125cc but I can ride a 125cc and im only 5.1 it just depends on how good of a rider you are.if you between 5.6 and 5.10 you should get a 150cc dirtbike.If your 5.11 or taller you can ride any dirt bike you want.
Depends on the size of the bike. The size of the bike doesn't necessarily pertain to the cc of the engine... But in general people 5.7'' - 6.1" fit on about any bike.
