To replace the valve cover, you will need to break the gasket and the o-rings. The gasket prevents oil from leaking.

Remove the valve cover.....scrape off old gasket.....clean gasket surface on valve cover....apply gasket sealent to valve cover gasket surface.....set gasket in sealent.....reinstall valve cover.

No you do not.... the valve cover only bolts to the head, and the head bolts to the block... True- these are two different jobs. When changing your valve cover gasket you may just want to ensure that your head bolts and lifters are still torqued down properly. Otherwise, DO NOT remove the head gasket if you simply want to change the valve cover gasket. when replacing the head gasket you should replace the valve cover gasket and may need to (depending on make & model) replace the egr gasket, intake mainifold gasket, and exhaust manifold gasket ...but not the other way around. If your replacing the head gasket ask your local auto shop if they carry a head gasket kit that includes everything necessary in one box...but if your just changing the valve cover gasket then just change that.
remove the valve cover pull off the valve cover gasket and put new one up making sure you dont over tighten the valve cover bolts make sure you have correct torque replace all the o rings inside valve cover while changing main gasket for best results

Only on a few engines will you find re-useable valve cover gaskets. If you are changing covers you are not likely to get a good seal if you transfer a reuseable gasket from the stock cover. Keep in mind that most engine fires start from oil leaking from the valve cover running onto the hot exhaust manifold. You will be money ahead buying a new gasket.

Assuming you mean "valve cover gasket", the gasket seals the valve cover to the head so as not to leak oil.
Changing a valve cover gasket really has nothing to do with an engine starting or not. You need to check your power and gas for problems in starting.
