Remove the four screws that hold the cluster face on, carefully disconnect all the various connectors from the back of the cluster. http://www.mrwhizard.com/ is a place that will repair that cluster for 189.00 with a two year warranty. The speedo head is generally the culprit from what I've read. I am going to send mine to them for repair. Replacing the speedo head with a used one may give you problems, a new one needs to have the miles reset, or some staement from DMV to ensure all are aware that the odometer is not actual miles.

Sorry, but it won't. Subaru's changed their headlight shape every 3 years or so. They made a change around April 1997, so the one's before that are different from the ones after.
