You have to give something to get something. Give her good grades, she might let you have your piercing. Give her consistent and properly done chores, she might let you have your piercing. If your mom cant be bargained with, leave the issue alone. Pushing and pushing her will only cause her to get irritated at you. If she wont give you consent, wait until you are old enough.

Well, if you know how and you have the tools to do it, yes.but I would have a professional do it, you are not. Although my Mom's Mother pierced my Mom's ears, the belly button of coure is a different story. So, it is your choice if you do your self or not, but I would have a professional do it.
I think you should point out to your mom that ear piercings are more traditional than belly button or tongue piercings and if you managed to keep those from being infected you than can do the same with the ear piercings.
Look that is an issue you need to let your folks work out between them, don't try to get it done behind you Dad's back, you need both of them to agree. You can't get between your folks over issues involving you, let them discuss it and then go from there.

Its actually better to wait to get your navel done. You still have a lot of growing to do. If you get it pierced now, there's a high chance that it'll shift and the placement will be off. if it looks good/centered now, it will probably be crooked or thinned out later on.

The only thing i can think of is getting somebody to do it outside of the piercing shop. My friend did mines and never got infected, but her mom works at a tattoo parlor and she got the supplies from her mom. DONT TRY BY YOURSELF !!!!
If you don't have an adult with you while the piercing is taking place you will need to be 16 with ID. With an adult you can't get it done when your 13. Remember, if 12 you will need adult permission!
