Clean cold water and mild soap (e.g. Woolite) never hurt anything, not even a wool rug. After cleaning, get one of those enzyme solutions from the pet store designed to bond with molecules in urine. Apply this substance to the area; this will suppress the linger smell of urine that the dog would otherwise continue to notice for a long time--by getting rid of these molecules, the dog won't have the scent association with that spot as a place to pee. You can train a dog not to pee on a rug by serving the dog's food on that spot for a week or so. In the dog's mind, this area then becomes part of it's "den," and it will be less likely to pee on that spot since dogs have a strict innate separation of places to eat and sleep and places to eliminate.

Urine is water-soluble, hence, it normally washes away in the rain, or is absorbed into the soil and acts as a nitrogenous fertilizer. You shouldn't need to get rid of it. However, if you are not getting enough rain, just turn the hose on it.
