Before you file a formal complaint on a shelter you need to follow their grievance policy if at all possible. This usually goes something like thru the shelter manager to the Executive Director to the Board of Directors. If you can not get a resolution you can always call your state coalition against domestic violence and file a complaint. Please do not make complaints for petty things but if you have been truly violated then this is where you would need to turn.
