There is no such reset button on your Honda CRV.
If you dismount (unbolt) both the buckle and the belt portions from the '99 and substitute them for the matching pieces on an '03, they will be compatible.
You reset it with an OBD2 scan tool.
The on-board computer is factory installed and cannot be 'reset' - it must be replaced.
You should not want to turn off the SRS (Supplemental Restraint System) warning light! It signals the status of your airbag system. If it is constantly glowing, it is signalling that there is a problem with the airbag system and they may not deploy properly (or at all) in the case of a collision. Get it checked out ASAP. Jump the connector to reset it. If it comes back on then there is a real problem that should be looked at.
The seatbelt is likely under warantee regardless of miles, take it to dealership, CHECK FOR WARANTEE before haveing it fixed.
Seatbelt extender gets the job done. All alarms stay in tact, but you choose when to buckle up without the alarm badgering! Amazon has em!
SRS stands for: Supplemental Restraining System Basically a second method of restraining in the event of an accident, the first method being the seatbelt. Hope this helps!
You can disable the seatbelt warning chime, in your Honda CRV, by removing the fuse. The fuse can be found in the fuse box in the engine compartment.

[[Q/How do you reset oil life indicator after changing the oil on a Honda CRV|http://wiki.answers.com/Q/How do you reset oil life indicator after changing the oil on a Honda CRV]]. The CRV owner manuals are missing the step towards the end of pressing the button 1x until and all items will start to blink; then you press and hold the same button until Oil Life resets to 100% (usually 5 seconds)
SRS is the suplemental restraint system, if its on it means there is something wrong with either a sensor or an airbag itself. You should bring it in to a mechanic and have it checked to be sure, or if your use to driving older model cars without an airbag system you can go without this feature.
