I take it by "lie" you mean to tell a lie and "can't" refers to not being able to. In that case: 'Korede uso wo tsuke masen.' would be the translation.

You may say "uso de ha arimasen." Or, in a plainer form, "uso janai [desu]."

In a conversation, you would simply say "uso tsuita" (うそ ついた), which would mean "(you) lied (to me)". The 'you' and the 'to me', are contextually implied, like so much of the language is.
