In order to bring a vehicle into CA from any state you will need to have the vehicle title or the registration from the prior state where vehicle was registered. Now if you only have the prior reg and no title then CA will only give you registration with plates/stickers NO TITLE. If you have the title DMV will keep it and issue you a new CA title. OK so along with the title or prior reg card you will need to get a vin verification done by DMV, law enforcement officer, or licensed vehicle verifier & get the vehicle smogged. In addition to these items you will have to fill out a DMV form REG 343. If the vehicle is a truck or commercial vehicle you will also have to have the vehicle weigh at a certified weigh master. So basically you need:
1. Title or prior reg for vehicle
b 2. Vin Verification
3. Smog
4. Reg 343(app for title/reg)
**5. weight cert (only if commercial)

Your best bet if neither state has record of your title is to get title from another state and transfer it to where you live now. This can be done with a title service company. They can get a title from one of the states they work with and it will transfer into your state.
You have to aquire a green slip, title office will have it.
you have until the notary expires to transfer the title. In California 10 days is the quoted limit of time with out penalties. Actually in CA you have 30 days to transfer a CA title without accruing any penalties and 20 days to transfer an out-of-state without any penalties becoming due.
