Darius the Great divided his empire into 20 provinces (satrapies) headed by a Persian provincial governor (satrap) who was responsible for internal and external security, taxes, public works. Within that, local government by cities, princelings, tribes continued. The king and his council oversaw the activities of the satraps.

Achaemenid Persia was an absolute monarchy with all power concentrated into the hands of the King. However, the size of the empire required subdivisions or statelets called satrapies who were ruled over by a governor called the satrap. Most of the satraps were given a wide degree of latitude in terms of accommodating the local people and their traditions.
