Do you mean the first public school? Or the first school in general. Universities have existed for centuries....they were invented basically to train people in religion or law. Some existed to breed philosophers. Plato ran a school (or was it Aristotle...I can't remember). Anyway, they have existed for a LONG time.
Jefferson was also a huge fan of the university. So even in America they go back to our earliest days!
If you mean public schools like elementary and high school, they were pretty much created in the 1800s to bring up people with morals and to be good political leaders. They were not intended for everyone like they are today

According to Traditions and Encounters, the founding of the primary education system began in 425 A.D. and "...military personnel usually had at least a primary education...". Byzantium education system continued until its collapse in 1453 AD.
