If by effected you mean led and ruled; The Bible says it was a great leader and coloniser ("hunter") by the name of Nimrod. Cush was his father and that means he was black. Since most africans claim to be descended from Cush and Nimrod. Cush also means "black". The man led mankind as the first president and king; he was also the first religious leader and no doubt led in the black domination of ancient history in inventions and colonizations. I.e; His descendants would be the egyptians, phonecians, ethiopians, colsians, cretans, original greeks, cannanites, sinites (chinese and ansians) and many more we would assume.

Holy Bible Genesis 10; 8-18

And Cush begat Nimrod: he began to be a mighty one in the earth.

He was a mighty hunter before the LORD: wherefore it is said, Even as Nimrod the mighty hunter before the LORD.

And the beginning of his kingdom was Babel (or Babylon), and Erech, and Accad, and Calneh, in the land of Shinar.

Out of that land went forth Asshur, and builded Nineveh, and the city Rehoboth, and Calah,

And Resen between Nineveh and Calah: the same is a great city.

And Mizraim(Egypt) begat Ludim (Lybia), and Anamim, and Lehabim, and Naphtuhim,

And Pathrusim, and Casluhim, (out of whom came Philistim,) and Caphtorim.

And Canaan begat Sidon his first born, and Heth,

And the Jebusite, and the Amorite, and the Girgasite,

And the Hivite (Hittites), and the Arkite, and the Sinite (Chinese, Japanese, Orientals),

And the Arvadite, and the Zemarite, and the Hamathite: and afterward were the families of the Canaanites spread abroad.
