Passive Resistance- the German public went on strike, they didnt want anything to do with the french it meant that the French and Belgian soldiers in the ruhr werent actually stopping anything in Germany, it was pointless.

The Ruhr crisis was ultimately solved by the Dawes Plan of 1924, which was pushed through (in particular through the throat of an unwilling France) during the London conference of that year. British prime minister Ramsay McDonald was largely responsible for making the French agree to the plan; Charles G. Dawes got the 1925 Nobel Prize for drawing up the plan.

The Dawes plan got the Allied occupation troops out of the Ruhr, reduced the unrealistically high reparation payments that the Allies had forced on Germany in 1919, thereby stabilizing the value of the German Reichsmark and making it possible for Germany to attract foreign investment again and start getting its economy back on its feet.
