What lead to the civil servic?

Before the civil service system, employees of the federal government were hired or fired, promoted or demoted, on the basis of favors owed to political supporters (the "spoils system") and not on the basis of their ability to do the job. Some of those appointees did not have the ability to do their jobs while others did not even try, knowing that they would not be fired no matter how poor a job they did. The spoils system was at its worst, many feel, during the administration of President Ulysses S. Grant (1869-1877), and many members of the public called for a change. Support for a change in the system became even stronger in 1881 when newly-elected President James A. Garfield was assassinated by an mentally-disturbed man who was angry that he did not get the federal job he thought he deserved.
