In the past the Church had far more power then it did today, and was able to force kings and queens to do specific things far more then they can today. The harshest punishment was excommunication where a country was thrown out of the church (e.g. King Henry the VIII of England was excommunicated for going against what the pope said in terms of divorce). The threat of excommunication alone stopped many Kings and Queens of countries from doing things, i.e. attacking other christian nations. Today the popes power is far more limited however he does have influence throughout the Catholic world but does not force rulers to do certain things anymore. On a recent trip to Cuba for example, he did not demand that the Raul Castro and the communist party allow Cuban have democracy however he did suggest his wishes for Cuban to someday move toward democracy.
