The shotgun and rifle were obtained through a straw purchase - someone able to legally buy a gun bought them for Harris and Klebold. Although straw purchases are highly illegal, and punishable under federal law, the person who made the straw purchases (Robyn Anderson) was never prosecuted for it.
The handgun (a Tec 9) was purchased illegally, from a man by the name of Mark Manes, who, unlike Robyn Anderson, did face prosecution for selling a handgun to a minor, as did the man who introduced him to Harris and Klebold (Philip Duran).
