No if you say drop a heavy rock out of water it would make a loud low bang but in water it makes a higher pitched noise.
what would be an observable change in sound when the frequency changes
It would depend on what type of frequency you are measuring. One instrument in electric and electronic engineering would be an oscilloscope.
Pitch is only a componet of any sound. It represents the frequency of the sound, normally expressed in hertz (number of waves in a second). Low frequeny sounds are bass, thunder, foghorns, etc. High frequency sounds are screeches, bird whistles, breaking glass, etc. People's voices are in between high and low (normally 400 to 1000 hertz). Other components of a sound are amplitude (how energetic or loud the sound is) and wave envelope (wave shape).
It would be higher
Fuel Pump, or possibly Cooling Fan.
frequency of vibration of the medium that's producing it
You must eliminate the source of where the sound is coming from. You may also attempt to sound proof your house as they do in music recordin studios but the easiest way is to eliminate the source. Low frequency sounds may cause an ear drum to rupture but it would take a lot of effort to get that to happen. In short, there is no device that could eliminate this problem.

White noise. A more general term would be "ambient sound" or "ambient noise", which may or may not be white noise. White noise is the combination of every sound frequency and so it is analogous to the color white, a mixture of all of the different frequencies of visible light. White noise is usually called static.
A system integrator is the valve that opens and shuts in your hot water tank. It allows the flow of hot water to your pipes. Your hardware store has more information I would assume.
The sun is situated in outer space, which is a vacuum. Sound does not travel through a vacuum, so from where we sit, the sun is silent. It makes no noise. If you (impossibly) were sitting on the sun, it would be very noisy indeed, with enormous pressures and continual explosions like Hydrogen bombs. Your ears would be destroyed in microseconds by the intensity of the noise. The sun does make a lot of a different kind of noise. This is electronic noise. The sun makes noise across the whole radio frequency spectrum, which can be picked up on radios.
The only place that sound would come from would be a valve being closed. The only valve is the one in the tank. Replace the valve and this should eliminate that noise. To check this out try closing the water shut off part way and see if noise changes or goes away.
I have the same noise. It is very strange, because when I am stopped, the noise disappears, it appears when I start moving, but it does not increase as speed increases (that is what I would expect). It increases the frequency when I accelerate but only while moving. I suspect it could be related to the serpentine belt. or to the belt tensioner.JCT
frequency is how often a number or other piece of data occurs. if the data was 1,1,1,3,4,4,5. then the frequency for one would be three. the frequency for three would be one the frequency for four would be two and the frequency for five would be one.
That would entirely depend on your definition of 'noise'. Some refer to 'noise' as Britney Spears music. Others, noise can be 'white noise' which is static or fuzz magnified on the audio feed. Tone is best understood by clarity. Listen to a speaker playing any type of audio, put a pillow over the speaker, the difference you hear is a difference in tone. Tone is usually the contrast between treble and bass zones on the EQ equalizer.
This may help. On older vehicles, unless one used "resister" type spark plugs, one would get a lot of engine noise through the radio.
