The chemical you wish to know about is basically baking soda with the hydrogen atom replaced by a deuterium atom. Let's call it heavy baking soda. Why you would want this I do not know; it probably wouldn't work any different than regular baking soda and you can buy massive quantities of reagent-grade baking soda in pound boxes at any supermarket. And it's cheap!
But since you asked, let's play with this. First, unless you've worked safely with dangerous chemicals before don't do this. And don't do it at all by yourself--have someone there in case of emergency.
There are three ways to make industrial quantities of baking soda. One is the Solvay Process, which is the cheapest way to make it in vast quantities but it's too complex if you don't own a baking soda factory.
You can also make it out of lye and carbon dioxide, which we won't talk about because lye is so dangerous.
What we're going to try is making it out of sodium carbonate (Arm and Hammer Washing Soda, available at any supermarket in the laundry soap aisle) and carbon dioxide. Mix a box of Washing Soda with two gallons of water, bubble CO2 through it while stirring constantly, and baking soda will precipitate.
If you want Heavy Baking Soda, just dissolve washing soda in heavy water (D2O) and bubble CO2 through it. The problem you have is, heavy water is outrageously expensive--United Nuclear sells it at 10 grams for $10, $17 for 20 grams, $70 for 100 grams or $600 per liter.
