What do you do to find the 15TH gym leader on Pokemon soul silver?

After you beat Brock in Pewter city head south through Viridian and Pallet. Surf down to Cinnebar where you will find Blue/Gary inspecting the aftermath of the volcano eruption. Surf east from there to the seafoam islands and explore the cave where you will find Blaine, the 15th gym leader.
Go up the ladder as soon as you enter.

∙ 14y agoThere is no "15th" gym. You will have to supply a name of the town it is in OR the name of the gym's leader
The "15th" gym would be Blaine who used to be on cinnebar. If you surf down to cinnebar you will notice that the city got covered by a volcano. Blaine is now in the Seafoam Islands, a short surf east of cinnebar.
There is more than 1 gym leader that needs to be found and Blaine isn't necassarily the 15th gym as you don't have to do the gyms in a specific order as long as you beat the other 7 gyms before you talk to blue
