You need a new starter, or a new ring gear. Or both.

If it is a high pitch noise and the tractor does not start, your battery might be too weak. Check the water level in the battery.
The grinding noise is from the the pads being gone and rotors being grinded away. Unless it was just some rust on the rotors from sitting for days.
Don't ignore that kind of sound. Find out what is causing it and replace or repair the faulty part. A "grinding noise" can be caused by an alternator, water pump, idler pulley, heater fan motor, air pump or any of a long list of components, many of which can cause some serious problems if they seize or come apart.
If the ticking/grinding noise is coming fron the front of the car, it is probably a CV joint going bad. Outer CV joints will click as they wear out, and if that goes on long enough they will start grinding as the joint basically chews itself up.
Usually that just means the battery is dead. It's trying to crank the starter but doesn't have enough power. Try jumping it from another car and see if that starts it. When a grinding noise is detected first locate the area of the car it is being generated from. Most grinding noises will be being generated while driving, if you are having a hard time detecting the location of the grinding sound, have a helper ride along in the rear seat to give a new perspective on the origin of the grinding noise. Usually it dies slowly, won't start one day and start the next. It usually becomes more frequent. Also usually acompanied by a grinding noise.
If the mower has an electric starter, the gear on the starter is worn. Replacement is not hard and the part (a plastic gear) is relatively inexpensive.
