It's a common imperfection called a filled die error. It happens when a bit of grease or other crud gets into the tiny recesses of the die that form the raised letters and numbers when a coin is struck. Very few filled-die errors are worth anything significant.

Can you tell me what the value of a fully rotated 1999 Delaware quarter is?

I'm assuming you are familiar with the fact that normal U.S. coins all have the reverse side "upside down" with respect to the front. That is, when you flip the coin side to side (like the page of a book) the front and back point in opposite directions. A number of Delaware quarters were struck with the two sides oriented the same direction. That is, the top of Washington's head on the front points the same direction as the top of Caesar Rodney's head on the reverse. Values for this error are in the $50 to $150 range depending on the venue of sale.

WHAT IS THE Value of 1981 us quarter with shiny background?

Not sure what you mean - is it shinier than a normal quarter? The thing to look for is the mint mark next to Washington's wig, on the right side of the coin's front. If it's a P or D, you have an ordinary circulation coin that just happened to be extra-cleanly struck. It's not worth any significant premium. If you see an S, you have a proof coin that someone removed from its holder and spent. Proof coins have extra-shiny surfaces and stand out very clearly. Unfortunately they lose most of their value if they're removed from their holders. That can happen when someone's kids get into "daddy's extra coins" or a thief steals a set and can't figure out what to do with it. If it is a proof, the good news is that you haven't lost much. Even in its original package a 1981 proof quarter is worth at most a dollar or so.

Do people from Delaware have natural Southern accents?

It depends on where in Delaware, and what you consider a "Southern" accent. People who live in southern Delaware, particularly the western portion of Sussex County, have a definite twang and sound "Southern." People who live in northern Delaware often have a "Philly accent." Everyone else sounds pretty normal for the East Coast, although of course there are some terms specific to Delaware and certain words that we pronounce differently.
