If you mean it does not have a "D" or "S" mintmark . It was made at the Philadelphia Mint. No U.S. one cent coin has ever had a "P" mintmark.

Reason why it doesnt have a reactions is because both copper and silver are below the reactant leverl. If you look at the Activity Series of Metals on your periodic table, you'll see that copper and silver are below the arrow meaning its least reactant for which when those 2 are mixed no reaction occurs. .....Im not 100% sure though as I am currently learning this in 3U chemistry course...but I hope I helped (:
