No, each group is entitled to their own free speech and can gather as many users as possible, however if the terms and conditions of the site are broken, then it is possible that facebook will take appropriate action after intially discussing the matter with the administrator.

Firstly, you can scroll right down to the bottom of the posts, and it should say"Whoever created the group."Secondly, in the top right corner it should say how many members there are in the group, say 12, click it. It should display all the members, then in the top-left there is a dropdown, press it and press admins. Unless they added another admin, the one admin is the person who created the group.
To be able to delete a group on facebook you must have created the group. You go onto the group and scroll down and on the left of the screen there should be a few words in blue saying leave the group or delete group. If its not there then look at the group setting and options at the top right or left of your screen. If you do not own the group scroll down to the bottom left and click block,report or just simply leave.
In the admin panel of the group scroll down to where it says members. By a user's name there will be a drop down box to change a user's rank in the group. You can only do this if you have permission to change members ranks.
