Finding and diagnosing power steering leaks on the Toyota RAV4 series of light trucks can be accomplished through under hood and car inspection. First, check the reservoir and return hose for any signs of leaks or spillage. Second, trace both return and high pressure lines from the pump to the rack looking for fluid signs. Lastly, an under car inspection with the vehicle lifted may best allow for inspecting the rack assembly for leaks around the seals. Some RAV4s may be fitted with power steering coolers and these lines and its radiator assembly are another area needing inspection for possible leakages.

short: no. that's why it's best to have a mechanic you know look at it first. if it is sold "as is" especially. long:typically they have one of their technicians look at the vehicle. bare minimum would be a safety inspection. they usually only do these when the car is in bad shape, lots of leaks etc. if it's a good car they'll probably do a better inspection that includes checking hoses, belts, fluids, leaks, suspension, exhaust, brakes, tires, pretty much everything visible.
it is probably just the intake. Check the air intake system for leaks. if you dont find any leaks it may be the filter. If it has a hole the air passing through it at high speeds may be causing noise. If that doesn't help it is most likely the normal sound of the intake.
