Probably not. The two engine cooling system is not the cabin cooling system. Reduced air conditioning can be caused by clogged cabin filters, these are located behind the glove box of many cars and are easy to replace, often costing around $20 each. There can be 2, perhaps more. Then again, the air con system may be low on refrigerant gas. This gas can leak out over time, or there may be a leak in the system. Should there be a leak in the system and the leak is not repaired when the gas is replentished, then the poor cooling condition will reappear, and the cost of the recharge wasted.
