I am assuming that distances from the foci at perihelion and aphelion will be equal or very close to equal. The major axis minus twice the distance at perihelion gives a distance of about 34.426 AU between foci. 35.6 AU is to 15 cm as 34.4 AU is to x cm. This gives about 14.49 cm as the proportional distance between foci with the major axis scaled down to 15 cm.

Distance between foci = 2 times the square root of (major axis squared minus minor axis squared).
If the major axis of comet Halley were scaled down to 15 cm, you would need to know the minor axis length to calculate the distance between the foci.
Halley's Comet was a periodic comet; it returns to the inner system every 76 years. Hale-Bopp is a very long-period comet; it may have been last seen in 2215 BC. That may have been Hale-Bopp's first approach to the Sun; its orbit was likely altered by close brushes with Jupiter then, and again during its last pass in 1997.
